Accommodation Provider

Any business or operator offering short term paid overnight lodging to the public in private or semi private guest rooms. This includes hotels, resorts, boutique hotels, apart hotels, serviced apartments, bed and breakfasts, inns, guesthouses, hostels offering private rooms, and professionally managed short term rental properties, regardless of the platform through which they are booked.

It does not include properties managed and occupied by individual homeowners as a private residence (e.g., a spare room let informally), campsites, glamping sites, caravan parks, or any property where overnight accommodation is not the primary commercial purpose.

The defining characteristics are: a commercial operation, overnight stays, guest rooms, and availability to the general public. Where the classification of a property is ambiguous, Roch Dog determines eligibility at its discretion.

Roch Interpretation

The test is commercial, overnight, and rooms. A professionally managed serviced apartment on Airbnb is in scope; a family occasionally renting out their spare room while living in the property is not.

Examples

Compliant A 40 room inn operating year round and taking bookings through its own website and Booking.com qualifies as an accommodation provider under this standard.
Not compliant A private homeowner who lists a single room on Airbnb while living in the property does not qualify as an accommodation provider and falls outside the scope of this standard.
