A limit on the total number of dogs permitted on the property at any one time, as distinct from the per room limit required under R7. Where a provider applies a property wide dog capacity, this must be stated in the published policy. A property wide limit does not affect certification provided it is disclosed. An undisclosed property wide cap that results in guests being turned away on arrival despite holding a valid booking is non conformant.

Property Wide Dog Capacity
Roch Interpretation
A property wide cap is allowed, but guests need to know it exists before they book. A hidden cap that results in a guest arriving with a confirmed dog booking and being turned away is a failure, not an operational quirk.
Examples
Compliant
A hotel that limits total dogs on property to four at any one time states this clearly on its pet policy page so guests can factor availability into their booking decision.
Not compliant
A hotel applies an internal limit of two dogs on property at once but discloses nothing, resulting in guests with confirmed dog bookings being refused on arrival when the cap is reached.
